Contract system has been discussed at the conference

The practical conference dedicated to the contract system and the prospects for development of the state order took place in Chelyabinsk on November 26-28. The event was attended by the governor of the region, heads of regional executive bodies, heads of municipalities and leading experts in procurement. "Association of electronic trading platforms" was presented by Iliia Dimitrov, Executive director, public ombudsman on electronic commerce and the provision of public and municipal services in electronic form.

The key themes of the conference were the following ones: increase of professional competence of public servants engaged in the implementation of the rules of the Federal Law "On the contract system" #44-FZ, prospects for development of the state order and interaction of the region with the Popular Front. In addition, conference participants discussed in detail issues related to the peculiarities of electronic procurement and the principles of trading platforms.

The legislation on public procurement is undergoing a significant change, that is why it is now crucial to develop effective tools to help optimize this area and eliminate the possibility of fraud, said in his speech Chelyabinsk Region Governor Boris Dubrovsky. He was supported by the Head of the Main Control Directorate of the region Alexei Loshkin. Despite the large amount of work already done, there are still open questions, as for example, those of intermediary firms which do not provide quality assurance to the customer, there is no uniformity in law enforcement and a shortage of qualified specialists in the area of procurement, said the official.

However, experts rated the overall dynamics as positive: number of producers participating in the auction and transparency of competitive procedures increased, rates of failed purchases reduced up to the minimum. Iliia Dimitrov focused on how to accelerate the modernization of state order in connection with the adoption of the Federal Law #44-FZ. Also in the report, he noted the growing interest of regional authorities to increase transparency in this segment. In conclusion, Iliia Dimitrov thanked the governor of the Chelyabinsk region for the constructive dialogue and expressed hope for the continuation of successful cooperation and information interaction.

Following the conference, a resolution was prepared. The document includes all solutions, developed in the course of the event. It is hoped that it will form the basis of new laws aimed at optimizing the area of the state order.
