Forum "State order - for fair procurement": constructive dialogue of leading experts

The largest event in the field of public procurement — XI All-Russian Forum and Exhibition "State order — for fair procurement" took place on March 11-13 in Moscow. The event has always been platform for a dialogue between representatives of state and municipal institutions, entrepreneurs, public supervisors and leading experts of business community.

The key themes of the Forum were the following ones: law "On the contract system", procurement optimization mechanisms, methods of entrepreneurial activity stimulation and improvement of social control tools efficiency, as well as formation of a negative attitude towards corruption.



On March 11, the Forum held a conference devoted to the results of the first year of operating under the federal law #44-FZ and the problems of budgetary costs standardizing on the state order. The participants were Valentin Letunovskiy (Control Directorate of the President of the Russian Federation), Victor Klimov (Committee on economic policy, entrepreneurship, innovation and development of the State Duma of the Federal Assembly of the Russian Federation), Maxim Rokhmistrov (Accounts Chamber of the Russian Federation) and other experts in the field of public procurement. “Association of electronic trading platforms" was presented by executive director Iliia Dimitrov. In his speech, he stressed the need to accelerate development and implementation of integrated information system as its need becomes more and more urgent.



The final chord of the first day of the forum was a business reception in which the ceremony of Seldon.Basis certificates awarding. Development Director of the Association of Electronic Trading Platforms Konstantin Mikhaylenko presented certificates to the best suppliers.



An important event of the business program on March 12 was a round table discussion on the issues of access to government contracts for small and medium businesses. The speakers were: authorized representative under the President of the Russian Federation to protect the rights of entrepreneurs Boris Titov, public representative to protect the rights of entrepreneurs Victor Ermakov, Alexander Kalinin ("SUPPORT OF RUSSIA"), Artem Lobov (Federal Antimonopoly Service), Konstantin Mikhaylenko (AETP), as well as representatives of banking sector and business structures.
The discussion addressed nuances of preferences for small and medium-sized businesses in case of participation in public procurement. Particularly sharp were the issues of financing and guarantee of contracts execution.

According to Konstantin Mikhaylenko, trading volumes, declared only for SMEs in 2014 significantly increased: indicators have become 62% more in cash and 54% in quantitative terms, with a mean percentage reduction in the initial (maximum) contract price amounted to 15-17%. In his speech he stressed the importance of a careful design of mechanisms for transfer of business rights and factoring mechanisms in the state order, stressed the need for an automated connection between the Unified Register of small and medium-sized businesses with the Unified information system to avoid customers and suppliers affiliation, as well as focused on the statutory division of preferences for small, medium and micro businesses competing with each other.



The final day of the Forum was dedicated to thematic conferences on anti-corruption issues and regional issues of procurement centralization. Following the event, the participants prepared a list of proposals, which will then be sent to the Government of the Russian Federation.
